    This is a formal notice issued by Blackburn with Darwen Borough Council pursuant to section 46 of the Environmental Protection Act 1990 requiring you as occupier of the premises in the Council’s area, to place correctly any household waste for collection in the permitted receptacles and to place the receptacles for the purpose of avoiding nuisance or detriment to the amenities of the area. Section 34(2e) of the Environment Protection Act 1990 imposes duty on the occupier of any domestic property, to take all such measures available to him/her as are reasonable in the circumstances, to secure any transfer by him/her of household waste produced on the property is only to an authorised person or to a person for authorised transport purposes.
